On May 28, the "15th Five-Year Plan" Seminar on High-Quality Development of Pollution Control and Resource Utilization in the Western Oil and Gas Industry was successfully held at the Xinhua Hotel in Chengdu. The seminar was organized by the Sichuan Environmental Protection Industry Association, the Sichuan Petroleum Society, Southwest Petroleum University, and PetroChina Southwest Oil & Gasfield Company, and co-hosted by Chengdu Sotec Technology Co., Ltd. More than 180 experts, scholars, and industry representatives from government regulatory authorities, industry associations, universities and research institutes, and oil and gas enterprises gathered together to discuss pathways for green and low-carbon transformation in the western oil and gas industry.


The seminar closely aligned with national energy security and the strategic deployment for green and low-carbon transformation of the oil and gas industry. In-depth exchanges were conducted on core topics including pollution prevention and control throughout the full life cycle of oil and gas development, synergistic reduction of pollution and carbon emissions, and resource utilization. The conference aimed to break through environmental bottlenecks in oil and gas development in ecologically fragile western regions, and to drive the pollution control of the oil and gas industry during the 15th Five-Year Plan period from scale expansion toward quality, efficiency, green innovation, and deep transformation.
Mr. Gao Lin, President of the Sichuan Environmental Protection Industry Association; Mr. Liu Qingyou, Vice President of the Sichuan Petroleum Society; and Mr. Huang Xingjun, General Manager of Chengdu Sotec Technology Co., Ltd., delivered speeches on behalf of the organizers and co-organizers, respectively. In his address, Mr. Huang Xingjun noted that at the outset of the 15th Five-Year Plan, the major oil and gas producing areas in western China face the urgent task of shifting from scale expansion to green innovation. As a national "Little Giant" enterprise specializing in specialization and innovation, Sotec Technology has built a full-process technical system covering "pretreatment – concentration reduction – resource recovery." Its independently developed electrolytic oxidation produced-water treatment technology has been operating stably in various major projects. The company will uphold its mission of "protecting resources through technology and serving the West through innovation" to contribute to the high-quality development of the western oil and gas industry.

The conference gathered distinguished experts from the Department of Ecology and Environment of Sichuan Province, major oil and gas field enterprises, and research institutions including Peking University, Sichuan University, and Southwest Petroleum University. They engaged in in-depth discussions on industry policies and standards, cutting-edge technological innovations, and practical application cases, analyzing environmental bottlenecks in oil and gas development in western ecologically fragile areas and jointly charting a blueprint for high-quality development of the oil and gas industry during the 15th Five-Year Plan period.

The Oil and Gas Field Business Unit of Chengdu Sotec Technology Co., Ltd. made a significant debut at the conference. Mr. Xu Jinpeng, Deputy General Manager and Senior Engineer of the company, delivered a special presentation on behalf of the Business Unit, titled "Technology for Resource Utilization of Oil and Gas Field Produced Water Based on Electrolytic Oxidation." The presentation focused on core pain points such as high-salinity wastewater treatment and produced water resource recovery in oil and gas fields. It systematically introduced Sotec Technology's practical implementation in major projects, including the comprehensive water resource treatment project at Sinopec Yuanba Gas Field and the PetroChina Wusheng Purification Plant, with a special emphasis on self-developed core technologies such as high-salinity water electrolytic oxidation. Through the full-process solution of "pretreatment – concentration reduction – electrolytic oxidation – salt crystallization," Sotec Technology's Oil and Gas Field Business Unit is helping the oil and gas industry achieve zero liquid discharge and resource recycling.
During the guest interview session, Mr. Li Tao from the Department of Ecology and Environment of Sichuan Province, Mr. He Ji'an, Deputy Director of the Safety and Environmental Protection Department of CNPC Chuanging Drilling Engineering Co., Ltd., Professor Yang Wulin from Peking University, Mr. Tang Chen, Head of the Soil and Solid Waste Section of Bazhong Municipal Ecology and Environment Bureau, and Mr. Zeng Bin, Chairman of JBT Petroleum Technology Group, held in-depth dialogues on policy trends, technical challenges, and market demands in oil and gas field pollution control.
The conference also released the "List of Pollution Control Needs and Innovative Technologies for the Oil and Gas Field Industry," providing authoritative guidance for precise matching between supply and demand. Mr. Xie Tian, former Deputy Director of the Sichuan Provincial Department of Environmental Protection and Director of the Association's Expert Advisory Committee, and Ms. Wan Ping, Second-level Inspector of the Department of Ecology and Environment of Sichuan Province, delivered concluding remarks. They fully affirmed the high-quality content and practical outcomes of the seminar and encouraged all parties to take the 15th Five-Year Plan as a new starting point to jointly elevate environmental protection efforts in the western oil and gas industry to a higher level.
