With the launch of the national carbon trading market in 2021, "carbon peak, carbon neutral" work has become an important part of the overall layout of ecological civilization construction, and the supervision of carbon emissions has become more and more strict.
According to the second and third round of central ecological and environmental supervision, the eight provinces have to varying degrees failed to control and control projects with high energy consumption and high emissions. The main problem in Liaoning, Anhui, Jiangxi and Yunnan is the lack of control over the projects, while in Henan, Hunan, Guangxi and Shanxi there is a lack of firm attitude to control the projects or strong impulse to start the projects.
Allowing the blind development of the "two high energy consumption" project directly affects the realization of carbon peak and carbon neutrality; Second, it directly affects the optimization and upgrading of industrial structure and the adjustment of energy structure; Third, it directly affects the improvement of environmental air quality. On May 31, the Ministry of Ecology and Environment issued guidelines on Strengthening the Prevention and control of ecological environment sources for Construction Projects with High energy consumption and high emissions, calling for the blind development of such projects to be stopped at the source.

1. Environmental protection permit management
1.1 Construction project environmental impact assessment management
New construction, reconstruction and expansion projects of enterprises shall implement the management system of environmental impact assessment for construction projects, go through relevant examination and approval procedures, and strictly implement the pollution prevention and control measures in the eia documents and approval requirements.
1.2 "Three simultaneous" management of environmental protection for construction projects
Enterprises shall implement the "three simultaneous" management system for environmental protection of construction projects to ensure that the supporting pollution prevention facilities and risk prevention measures of construction projects are designed, constructed and put into operation at the same time as the main project.
(1) Existing pollutant discharge enterprises shall apply for and obtain pollutant discharge permits or complete pollutant discharge registration prior to the time specified by the ecological environment department.
(2) Newly-built enterprises that discharge pollutants should apply for pollutant discharge permits or register pollutant discharge before starting up production facilities or actually discharging pollutants.
(3) Before the construction project is put into formal production, the construction unit shall independently complete the completion and acceptance of environmental protection facilities and other relevant procedures.
1.3 Application and implementation of pollutant discharge permit
(1) The enterprise shall complete pollutant discharge registration according to the requirements of the ecological environment department, provide necessary materials, and ensure that all kinds of environmental information provided is true and effective, and shall not conceal or falsely report.
(2) Enterprises that discharge pollutants shall apply for pollutant discharge permits in accordance with regulations and ensure that the permits are valid. When discharging pollutants, enterprises must discharge pollutants in accordance with the types of pollutants approved in the permit, the control targets and the prescribed ways.
(3) When applying for pollutant discharge permits, pollutant discharge enterprises shall, in accordance with the regulations on Pollutant Discharge Permit Management and other documents, prepare self-monitoring plans, environmental management ledger and quarterly and annual implementation reports.
1.4 Environmental protection tax payment
The enterprise shall pay the environmental protection tax in full and timely manner in accordance with the Regulations on the Implementation of the Environmental Protection Tax Law of the People's Republic of China, and specify the responsible departments and personnel. Enterprises shall be aware that the payment of environmental protection tax does not exempt them from the liability for preventing and controlling pollution, compensating for pollution damage and other liabilities stipulated by laws and administrative regulations.
(2) Pollution prevention and control
2.1 Production Workshop
(1) The overall layout plan shall be hung at the entrance of the enterprise office building to mark the locations of production workshop, office building, waste water and waste gas treatment facilities, production, domestic sewage and production waste gas discharge outlets.
(2) Anti-corrosion and anti-seepage protection measures shall be implemented on the floor of the workshop producing waste water. Classify and collect waste water and mark its category and flow direction; Install water meter flowmeter at inlet end and outlet end of waste water production process, and open pipe and open channel for waste water collection pipe.
(3) Perfect collection and treatment facilities shall be put in place for workshops producing waste gas. Exhaust fans shall not be set in the workshop that needs to be closed, and doors and Windows shall not be opened during production, and the workshop shall achieve negative pressure effect. For those that cannot be sealed, measures shall be taken to reduce exhaust emissions.
2.2 Online monitoring (monitoring) system
After installing the online monitoring equipment for pollution sources, the enterprise should effectively manage the related equipment, establish the basic information files of the equipment, and put forward the operation management requirements and information transmission inspection requirements of the monitoring equipment, so as to ensure the stable operation of the monitoring equipment and effective transmission of monitoring data.
(1) Existing pollutant discharge enterprises shall apply for and obtain pollutant discharge permits or complete pollutant discharge registration prior to the time specified by the ecological environment department.
(2) Newly-built enterprises that discharge pollutants should apply for pollutant discharge permits or register pollutant discharge before starting up production facilities or actually discharging pollutants.

2.3 Prevention and control of waste gas pollution
The enterprise shall establish a management system for waste gas prevention and control, and specify the departments and responsible persons for waste gas prevention and control. Clear exhaust emission indicators, establish waste gas collection, transportation, treatment facilities management ledger, and take measures to control all kinds of exhaust emission sources. Regularly monitor exhaust emissions, and evaluate compliance with relevant emission standards to ensure that exhaust emissions meet the standard.
2.4 Management of industrial solid waste
The enterprise shall establish the industrial solid waste management system and define the departments and responsible persons for the management of industrial solid waste. The targets and indicators for comprehensive utilization of industrial solid waste shall be clarified, the whole process traceability records of industrial solid waste shall be established, and declaration and registration shall be made on time. Any major change in the registered items shall be reported to the original registration authority within 10 working days from the date of the change. If the transfer of industrial solid waste is involved, the transfer can only be done after going through the procedures for the transfer of industrial solid waste.
Enterprises should carry out management of industrial solid waste in accordance with laws and regulations in accordance with the principles of reduction, resource recovery and harmlessness, and give priority to comprehensive utilization of industrial solid waste to reduce disposal pressure.
2.5 Hazardous waste management
The enterprise shall establish a hazardous waste management system and define the hazardous waste management departments and responsible persons. Clarify the target index of hazardous waste disposal, establish a list of sources of hazardous waste and a list of hazardous waste disposers and disposal situation. The enterprise shall formulate and implement measures such as seepage prevention, leakage prevention and rain prevention at the collection and storage site of hazardous waste. Qualified units shall be selected for disposal and the hazardous waste transfer plan shall be put on record. After the filing is approved, the "Hazardous Waste Transfer Form" shall be truthfully filled out and filed.
 
3. Environmental emergencies
3.1 Troubleshooting and management of hidden dangers of sudden environmental events
The enterprise shall establish a management system for the investigation and treatment of hidden dangers, and clarify the responsible departments, personnel and methods. And to evaluate hidden dangers, determine hidden dangers, registration and filing.
(1) Investigation
The scope of hidden danger investigation should include all places, environment, personnel, equipment, facilities and activities related to the production and operation of the enterprise. Comprehensive investigation, daily investigation, special investigation and spot check can be adopted to carry out hidden trouble investigation.
(2) Governance
According to the results of hidden trouble investigation and classification, enterprises shall formulate hidden trouble control plans and carry out hidden trouble control separately according to the requirements of relevant regulations.
(3) Monitoring
Establish emergency monitoring and early warning systems and reporting mechanisms for waste water, waste gas and other major environmental factors, and link them with enterprise emergency plans for environmental emergencies.
3.2 Emergency management of environmental emergencies
The enterprise shall establish an emergency management system for environmental emergencies, establish an environmental emergency management agency or designate special personnel to take charge of environmental emergency management. And on the basis of environmental risk assessment and emergency resources investigation, formulate emergency plans for environmental emergencies and implement the provisions on record-keeping.
(1) Response
After confirming the occurrence of an environmental emergency, the enterprise shall immediately start the emergency response procedure, report to the local government and the ecological environment department in a timely manner, and handle the accident according to the emergency plan.
(2) Accident investigation and treatment
After an environmental emergency occurs, an enterprise shall set up an investigation team, define its responsibilities and authority, conduct investigation or cooperate with the investigation of the superior department, and compile an investigation report of the environmental emergency in accordance with relevant regulations.
Clean production
4.1 Cleaner production audit
The enterprise shall complete the audit, evaluation and acceptance of cleaner production according to the audit procedure and time limit, so as to achieve the purpose of "saving energy, reducing consumption, reducing pollution and increasing efficiency".
4.2 Resource and energy utilization efficiency
Enterprises are encouraged to adopt clean processes with high utilization efficiency of raw and auxiliary materials and low emission of pollutants to reduce the generation of various pollutants, and resource and energy consumption indicators are included in the assessment requirements of enterprises at all levels.
4.3 Comprehensive utilization of wast
Enterprises should adhere to the principle of "reduction, harmless and resource recovery", actively carry out industrial wastewater treatment and reuse, energy cascade utilization, comprehensive utilization of solid waste, and incorporate the indicators of comprehensive utilization of waste (resources) into the assessment requirements of enterprises at all levels.
4.4 Energy saving and carbon reduction management
Enterprises shall establish energy conservation and carbon reduction management systems, specify departments and persons responsible for energy conservation and carbon reduction management, set targets and indicators for energy conservation and carbon emission reduction, regularly calculate and file performance statistics of energy conservation and carbon emission reduction.
5. Environmental information disclosure
5.1 Disclosure system and content
The enterprise shall establish an environmental information disclosure system, identify responsible departments and persons, collect opinions and disclose information on new, renovation and expansion projects as required. And in accordance with the relevant provisions of the relevant laws and regulations, regular disclosure of enterprise environmental management information.
5.2 Disclosure Mode
The daily information of the enterprise can be carried out by opening websites, special information magazines, broadcasting, news media and supervision hotline, and the information and records of complaints, communication and handling related to environmental information disclosure shall be kept.
5.3 Public Relations
In order to avoid causing public relations crises, enterprises can establish communication and management mechanisms with surrounding communities and news media according to the actual situation to ensure that any complaints and suggestions on environmental protection issues of enterprises can be dealt with and feedback in a timely manner.
6. Other requirements
6.1 Outdated production capacity elimination
Enterprises belonging to the backward production capacity industries stipulated by the state should ensure the discharge of pollutants up to standard, actively respond to national policies, phase out the process of high energy consumption, high pollution and low benefit, and be brave in innovation and active in transformation.
6.2 Emergency response to pollution weather
Enterprises involved in exhaust gas emissions should prepare emergency plans for pollution weather, specify emergency emission reduction measures under different levels of early warning, specify specific production lines, process links and key indicators of various emission reduction measures. During the start of emergency response to pollution weather, enterprises involved in exhaust gas emissions should actively respond to emission reduction measures, especially enterprises involved in VOCs emissions, should alternate peak production or reduce production limit. Among them, the VOCs emission process of key control enterprises should be suspended, and normal production can be resumed after the emergency response is lifted.
6.3 Enterprise project termination or relocation management
In case of termination or relocation of a project, the enterprise shall monitor and assess the extent of soil and groundwater pollution at the original site in advance, compile an environmental risk assessment report and submit it to the ecological environment sub-bureau of the town or street where it is located for the record; If pollution is caused to the soil or groundwater of the original site, environmental restoration shall be carried out.
